日本黑帮与利亚恐怖分子非法交易钻石与军火的案子来到了香港警方的手里，但是香港警方因为技术原因的问题不便出面办理此案，只能请五福星出马。谁知五福星不愿接受香港警察的委托。不得已，鹧鸪菜只能在香港警队当中挑选更适合要求的新五福星狗王伦、肥豹、Band友、蓝保以及力保健。由香港警方组成的新五福星去到黑帮的老巢偷取钻石，但是被日本黑帮识破，关在了保险库内。作为组织的领头者鹧鸪菜向曹督察求救，但是曹督察却不承认五福星的存在，鹧鸪菜被关到了疯人院。新五福星只能走上自救的道路，狗王伦与守卫狗有效沟通之后，新五福星逃出困境，与鹧鸪菜联手打败日本黑帮。
